It was called the Congress for Cultural Freedom and Louis Armstrong was one of the artists. The problem they kept having is that Armstrong would keep quitting his position with the State over Segregation-era racial issues, and this undermined the US effort to use Armstrong to promote an image of racial equality.
“Damn that black man for getting upset about our racist bigotry, we need him to prove we’re not racist bigots”. Like “we’re not racist, we have a black friend….hey where you going Louis?”
